Description Holcim entered a strategic public-private partnership with GTZ (German Technical Cooperation) in 2003. Initially focusing on our mutual goal to increase the responsible use of waste as a fuels and raw materials source in cement manufacturing, the partnership has the opportunity to build on its success with other initiatives such as the reuse and recycling of construction waste, and low-cost housing and community infrastructure development support. |

Objectives The set objectives of the original partnership agreement were to develop guidelines for the responsible co-processing of waste in cement kilns, and their integration into an internationally recognized agreement. The guidelines were pilot tested in four countries – Chile, Mexico, Morocco, and the Philippines – and the integration of stakeholder voices was key to the process. |

Activities The outreach program included communication, consultation and engagement with various bodies. Among them were national authorities, UN organizations, NGOs (both international and local) and the cement industry itself – all of whom can influence and impact guideline acceptance and take-up. The achievements of this partnership in just three years, bringing complementary core competencies to the table, have been far greater than if each partner had worked alone. The guidelines will be launched in July 2006. |

Results "Converting the ambitious UN Millennium Goals into reality requires innovative concepts and new forms of cooperation. The public-private partnership (PPP) between GTZ and Holcim supported by the German Federal Ministry for Economic Cooperation and Development (BMZ) is a prime example. Holcim has improved its efficiency and reduced its ecological footprint. GTZ has enabled partner governments in developing countries to manage waste more effectively and use resources in a sustainable manner. “Stimulated by the principles of sustainable development, the partnership has now entered a second phase, providing further opportunity for continuing achievements in the areas of waste management and resource efficiency."
