Since 2003, Holcim and GTZ have worked together to develop solutions for integrated waste management in developing countries and countries in transition.
In emerging markets, waste management is one of the most significant challenges. Disposal often occurs in an uncontrolled way, principally due to a lack of legislation, and this contributes to environmental pollution and presents health hazards.
To ensure that clear legal provisions are in place and to improve waste management, Holcim entered into partnership with the German-based international cooperation enterprise, GTZ. A first partnership took place from 2003 to 2006. Pilot projects were implemented in Chile, Mexico and Morocco.
The PPP consisted of three steps:
- Processing of experience and organization of extensive stakeholder dialogues to raise awareness of waste management and the role of co-processing in cements kilns
- Drafting of guidelines gaining global validity and acceptance together with an international group made up of GTZ, Holcim and other major players
- Amendment and updating of the guidelines in selected countries to a) create organizational and legal conditions for the recycling of selected waste, b) implement collection, conditioning and co-processing of waste in cement works and c) observe, document and evaluate individual processes.
In 2006, GTZ and Holcim entered into a second collaboration to implement the guidelines in developing countries, and work in new areas of joint interest such as sustainable construction materials and affordable housing. Since then, the guidelines have been implemented in more than 20 countries.
Based on the guidelines, a training kit on co-processing waste materials in cement production was prepared. The material was designed to enable public authorities and NGOs to understand the benefits, risks and opportunities of co-processing as a contribution toward sustainable development.
By the end of 2008, the main objectives of the GTZ-Holcim collaboration had been achieved and the strategic alliance concluded. The collaboration of the two parties continues on national level to ensure implementation of the guidelines; potentials of a future cooperation on an international level are being explored as well.
