The sheer enormity of this natural disaster is difficult to comprehend. About 800 kilometres of coastline is affected, 120,000 houses are required with 16,500 completed by December 2005. Half the total of 11,000 fishing boats needed have been delivered; 119 schools were in operation at year-end out of a total requirement of 1,200. Holcim Indonesia has committed Rp 5 billion to the reconstruction effort and Holcim Group a further Rp 8.62 billion. Partners with Holcim in various projects include KMS (the Civil Society Coalition), GTZ, a non-government development agency and the Indonesian Institute of Architects.
Initially with KMS we focused on providing the essentials for a decimated 16 village community of about 5,100 people in Nagan Raya. Medical support included two ambulances and medical teams. Child trauma, feeding programmes and religious programmes were other vital activities. As the general condition of these communities improved we moved to develop self-help initiatives supplying fishing boats ,agricultural equipment ,electric pumps and equipment for drilling new wells. A number of houses were also completed and assistance is being given on agriculture and plantation activities, animal husbandry and local food production .The key message is that all of these activities are sustainable and while a considerable effort is still required ,the process of are turn to normality is underway.
Aceh: the ArCli Initiative
During 2005 we commenced work on creating an architectural clinic (ArCli) in Banda Aceh in cooperation with the Indonesian Institute of Architects and GTZ, a non-profit development agency. The clinic has been established to provide the people of the region with practical advice on sustainable building materials, architectural design and construction. We have already conducted extensive training in the manufacture of various types of building blocks from local soils, sand and cement mixtures at very cost-effective prices.
In Aceh Province, much local production capacity was lost in the earthquake and tsunami which followed it. Although local raw materials available in Aceh make it possible to add local value and create employment, many imported ready made and prefabricated materials tend to distort the building materials market. ArCli is encouraging reconstruction money to be spent on building materials made or processed in Aceh. ArCli assesses appropriate materials and technology not only from the technical point of view, but also in terms of a contribution to local economic development, employment and the involvement of small and medium enterprises.
Such activity provides individuals in dislocated communities with the opportunity of self-help and the option of developing these skills into a livelihood as a micro or small to medium enterprise. In the year ahead we will move forward into production of cost effective housing types as major re-building programmes are initiated under the supervision of BRR, the Government agency responsible for reconstruction of the earthquake and tsunami damaged communities of this region. The building sector is an engine to restart economic development in Aceh and ArCli is playing a role in comparing local and imported building materials to make more informed choices available to builders. Towards the end of 2005 we completed an assessment of building materials and this forms a valuable model from which to apply lessons learned to stimulate suitable, affordable housing, much-needed in Aceh but equally long overdue in our own markets across Java.
