In just two years, Holcim has expanded into the attractive market of Peru as the leading partner for sustainable construction – offering high-value building materials and solutions for our local customers as we expand in Latin America.
As Holcim completes the acquisition of a majority stake in Cementos Pacasmayo – a leading Peruvian producer of building materials – Norberto Ledea, CEO Holcim Peru, tells us why Peru is such an attractive market, and how his teams are driving our NextGen Growth 2030 strategy.
Why did Holcim choose to expand into Peru?
Peru is an attractive market for construction materials with long-term growth prospects – driven primarily by sustained economic growth, but also increasing demand for higher-quality housing – both new and renovated, as well as infrastructure and industry.
The nation has an “infrastructure gap” worth an estimated USD 100 billion, which led the government to approve the National Infrastructure Plan 2026-31, which prioritizes 72 strategic projects – from transport and logistics and water and energy.
We entered Peru in 2024 with the acquisitions of Comacsa, Mixercon and Compañía Minera Luren, at which time I took on my current role. With their diverse operations spanning everything from industrial minerals and cement to ready-mix to walling solutions — these three companies consolidated our position in Peru’s construction market.
By adding three more state-of-the-art cement plants and 28 ready-mix and precast facilities to our network with the acquisition of the majority stake in Cementos Pacasmayo, Holcim is now best placed to meet the needs of our customers from end to end, and address the massive infrastructure and housing deficits I mentioned.
Across Holcim, artificial intelligence is helping us better engage customers through digital channels that drive growth and differentiation. Here too, Cementos Pacasmayo boosts our capabilities, with developed AI platforms for customer engagement and back office efficiency.
What are some of Peru’s iconic projects?
From large-scale transport infrastructure to key urban developments, Peru is home to generational projects that are reshaping how the nation’s cities connect and grow.
Holcim Peru has played a key role in the construction of the new Jorge Chávez International Airport in Lima, and we continue to support ongoing works associated with its expansion – supplying ready-mix concrete for critical structural elements.
Lima’s Vía Expresa Sur is a major urban corridor that connects the capital city from north to south. It’s currently undergoing a significant expansion and modernization to improve mobility across the capital, and here again, our participation has been key.
Additionally, we’ve taken part in the Lima Metro expansion (Lines 2 and 4), which will connect the nation’s capital from east to west.
How is sustainability driving profitable growth?
We aren’t simply meeting demand – we will transform the construction landscape in Peru by commercializing our premium sustainable brands including ECOPact and ECOPlanet.
Of course, in every Holcim country the route to market for our high-value solutions is all important. In Peru, and across Latin America, “ferreterias” or local construction shops are the backbone of the country’s building industry – since about 70% of homes in Peru are self built.
To meet the needs of individual homebuilders, we will leverage Pacasmayo’s existing strong retail network of more than 300 stores in Peru, which complements Holcim’s Disensa, the leading construction materials franchise in Latin America.
